Lilia A. Abron, Ph.D., P.E., BCEE

Founder, President and CEO

Dr. Lilia Abron is President and Chief Executive Officer of PEER and a pioneer in the industry. She has built one of the largest black, female-owned and operated, environmental engineering firms in the United States. Dr. Abron’s experience spans 50 years in planning and managing environmental engineering programs for the improvement, maintenance and enhancement of the natural and built environments.

She is also the President and Founder, of PEER Africa (Pty) Ltd., an innovative design-build, sustainable development company with offices in Johannesburg and Cape Town, South Africa.

John M. Corliss, Jr., P.E.

Sr. Vice President and Chief Engineer 

Mr. Corliss serves as the Vice President and Chief Engineer at PEER with 40 years of experience developing and positioning architectural & engineering-related projects for success.  Mr. Corliss’s work on multidisciplinary projects and his management, process, and team-building skills have led to successfully resolving numerous challenging assignments.  He has led many infrastructure development and institutional strengthening projects from strategic planning and conceptual design through design and implementation.

With extensive prior experience working in the public sector, John has a keen understanding of the needs of government officials in municipal, private and federal organizations.

John is a licensed Professional Engineer with a Master’s of Science degree in both Industrial Engineering and Public Policy & Administration.


Joyce McDonald

Vice President, Mid-Atlantic Operations

Ms. McDonald serves as our Vice President of Mid-Atlantic Operations. Joyce has been with PEER for 14 years, but all in all, she has over 40 years of experience managing wastewater laboratories, wastewater operations, and O&M teams. She began her career at PEER as the Sr. Project Manager of the Operations & Maintenance Services Group for the OMAP contract at DC Water Blue Plains AWTP that PEER has primed for 25 years. She earned her B.S. degree in Chemistry.


Thomas J. Gustafson, P.E.

Vice President, New England Operations

Mr. Gustafson serves as PEER’s Vice President of New England Operations. He has been with PEER for 12 years and overall, has 33 years of engineering and construction management experience in the successful completion of over $700M in capital construction programs within the environmental, infrastructure, and building construction industry. He earned his B.S. degree in Civil Engineering and has his Professional Engineering (P.E.) registration in Massachusetts. Recently, he has been elected to serve on the Construction Managers Association of America (CMAA) New England Board of Directors.
